Saddam DID let the inspectors in and they were finding no weapons of mass destruction. The longer they stayed, the less likely the excuse of WMDs and mushroom clouds would work as a reason for war.
Bush was the one who pulled the IAEA inspectors out of Iraq. The Bush administration declared war a few days later.

Fraught with dangers that our Texas oil men ignored. They were going for the big prize.
