I get flak for this in the US but I am all for simple national identity cards for citizens. We have them over here in Europe, they work just fine. The fear of the coming jackbooted thugs is absurd — they are already there, IDs or no.
I know a couple of non-drivers with non-license photo IDs from the Pennsylvania DMV... but I believe they were, although cheap, not free.
I think the ID cards are thought of as a sign of the devil or something. Apparently if we do something so logical and thoughtful, we would bring on the End of Days...
