It just occurred to me to mention that some European cities, e.g., London, have had traffic jams since the 19th century... not autos, of course, but I can't imagine that the ambient horses**t made the jams any easier to bear.
I was reading somewhere about the horse traffic in late 1800s in New York, and how they would let the poor animals remain where they fell and died. The garbage was in drifts and the street urchins were paid to clear a path for the wealthy...
