EAST COUNTY – A backcountry planning group facing a storm of criticism for its early approval of a Blackwater USA training camp passed a revised measure last night that did little to appease opponents.The new resolution says a noise test should be conducted to determine whether neighbors will hear gunfire from the shooting ranges that the government contractor wants to build on 824 acres in Potrero. It also proposes developing a plan so traffic won't increase in the rural community about 45 miles east of San Diego.
The resolution also calls for a public promise that Blackwater won't use the Potrero camp to train mercenaries, a key concern for many who oppose the project.
The Potrero Community Planning Group passed the resolution 5-1, with Jan Hedlun dissenting.

The planning group had voted in December to give an early go-ahead to Blackwater to proceed with its plans for the training camp, which would include shooting ranges, a driving track and a helipad.
As word spread about the project, many residents objected to the noise and traffic they say it would bring to their community of about 800 people off state Route 94. Critics also objected to Blackwater's role as an independent contractor in Iraq.
Opponents collected enough signatures to seek a recall of five of the nine planning group members. Three other seats were declared vacant when county officials discovered those members had never been officially appointed by the county Board of Supervisors.
Only Hedlun, who took her seat in January, is not subject to a recall.
The group agreed last night to call for the recall election but did not set a date.
I wonder if the Blackwater site will have dungeons and concentration camps in preparation of the New World Order.....
