If the Iraq War is a failure

It will be the Iraqis' fault.

"Top U.S. defense officials told a Senate panel today that President Bush's plan to send more troops to Iraq to quell the country's violence can succeed only if the Iraqi government makes good on its military, political and economic commitments, and they held out the prospect that such an outcome could lead to U.S. troop withdrawals later in the year."

and:
"Mr. Gates and Gen. Peter Pace, the chairman of the Joint Chiefs of Staff, conceded before the Armed Services Committee that Iraqi leaders have fallen short before. But now, they said, the new government seems ready to do its part.

Mr. Gates acknowledged that the Baghdad leadership’s record of fulfilling commitments “is not an encouraging one.” But he said he believed “a pivot point” has arrived in Iraq “as the Iraqi government insists on assuming the mantle of leadership in the effort to regain control of its own capital.”"

Which makes me ask again: What Iraqi government?
