"Everyone is just waiting for the next president to see how that changes things."

I think that's too kind a word to describe Bush.
Unless you're referring to Bush hailing Canadian Prime Minister Harper by "Yo, Harper!"
But helplessly dangling on a string, unable to accomplish anything of worth, repeating the same mistakes, constantly getting in a tangle, until the world get bored with the process and throws him into the give-away box... Bush truly is a yo-yo.
